LinkStream

Fixes applied to 7.10 software:

• A 0xFD character was being sent to host as data whenever the RTS signal would drop. A 0xFE was sent when RTS went high. These characters will no longer be sent when the RTS signal changes.
• Fixed issue which caused the Linkstream to stop communicating when configured for Frame-Relay and connected at 2 Mbps.
• Fixed an issue with downloading the firmware to the Linkstream for 2022E models only.
